Targeted Intervention (TI) Project for Truckers, FSWs and MSMs under NACP II – Bihar State AIDS Control Society provided financial and technical support to the organization from 2003-04 to June 2008 to implement the project. The project was implemented for a composite group of population vulnerable to HIV transmission – 10,000 truckers, 200 female sex workers (FSWs) and 50 men having sex with men (MSMs). The project activities were conducted on NH 31 and 82 and villages in its vicinity, from Biharsharif (Nalanda District) to Pachna (Sheikhpura District).
Between Feb. 2004 to June 2008, more than 30,000 truckers, 460 female sex workers and 58 MSMs benefitted from project activities. Analysis of feedbacks showed that knowledge of STDs and HIV/AIDS among truck drivers improved. But, treatment-seeking behaviour for STD and readiness for HIV test was still low. Use of condom was not regular but they accepted that they used it while for sex away from home. FSWs in the area were hidden and non-brothel based. Fear of police, social pressure, their mobile nature and working pattern made it difficult to keep track of their sexual behaviour. They understand the issue but express their helplessness when a client refused to use condom. Socio-cultural and behavioural attitude prevalent in Bihar prevented MSMs to explain their sexual practices openly. Mostly ‘hizras’ and truck helpers were identified as MSMs. Besides, workers in ‘dhabas’, line hotels, garages, etc. are also pressurized/exploited to make unnatural sex relationships.
With high level of poverty, illiteracy, large scale migration, early sex and marriage, very low level of health consciousness, awareness about HIV, condom, overwhelming rural population (89%), etc. and deficient health infrastructure in Bihar, there is an urgent need to involve people in a sort of movement against AIDS.
